Lewis W. Marshall, Jr., MD, JD

Lewis obtained his MD from Howard University in Washington DC and then moved to NYC to complete his residency at Columbia University/Harlem Hospital.  He obtained his master’s in health policy and management from NYU, his law degree from Fordham University after which he became involved in state and national public policy. Dr. Marshall completed his MBA at Louisiana State University/ Shreveport.


Lewis is the current Chief Medical Officer at H&H/Lincoln Hospital. Previously he served as the Chairman of Ambulatory Care and Community Health Services, and Chairman of Emergency Medicine at the Brookdale University Hospital and Medical Director of the NYU Student Health Services.  Dr. Marshall has held several academic appointments including Affiliate Dean and Assistant Professor of Medicine of Weill Cornell Medicine, Clinical Assistant Professor of Emergency Medicine at Weill Cornell, and Clinical Assistant Professor of Medicine at NYU Langone.


Lewis has been extensively involved in pre-hospital care since the 1980’s.  He served as faculty at the New York City EMS Academy, Deputy Medical Director of NYC Fire Department EMS system, and Medical Director of Trauma Quality Assurance for the 911 System.  Among the offices held are the Chairman of the Trauma Center Standards Committee, Testing and Training committee, Chairman of the NYC Regional Emergency Medical Advisory Committee. Lewis is currently the Chairman of the Board of Directors of the NYC Regional EMS Council.   Lewis has served on the New York State Department of Health committees.  He was a member of the New York State Trauma Advisory Committee.  He represented the NYC REMAC on the NY State Emergency Medical Advisory Committee and was the Chairman of the NYS Medical Standards committee since 2008.


Lewis is a Fellow of the New York Academy of Medicine, the American College of Health Care Executive, the American College of Physicians, the American College of Legal Medicine, the American Academy of Emergency Physicians, the American Academy of Disaster Medicine, and the Royal College of Medicine of London.


On the National level, he served in leadership positions in physician membership organizations.  He was a member of the Negotiated Rulemaking Committee with Medicare establishing a Medicare fee schedule for ambulance services.  He deployed to Louisiana for two weeks after Katrina with FEMA working in a special needs shelter.


Dr. Marshall is a trained Baldrige Examiner and recently served as a reviewer for the Baldrige Communities of Excellence.
